Sankei news reported on June 21 that the Ministry of Economy, Trade and Industry is considering at the Economic Partnership Agreement (EPA) between Japan and EU to set up the safeguard action on and raise the custom duty on imported beef. The Minister of Agriculture, Forestry and Fisheries, Yuji Yamamoto, planned to discuss about solving the pending issue on beef and cheese with Hogan European Commissioner on June 27.
Although 20 out of 27 fields were concluded at EPA discussion, there are huge gaps between the particular agricultural fields that EU asks Japan to lead to the free market.
In the agreement, beef is expected to decrease the contemporary custom duty at 38.5%. However the process goes slow. While EU insists to reduce the tariff to 9% which Japan accepted at the agreement in 16th year, Japan resist EU’s insistence by having an alternative plan to decrease to the standard at 19.5% which is concluded in EPA between Japan and Australia in 2015.
Japan and Europe disagree each other on cheese which Japan protected the tariff on soft cheese such as Camembert and Mozzarella while Europe hopes to remove it. Ministry of Economy and Industry is concerned about their decision because Japan careless accept will affect the United States.
Both Japan and EU expect to have a summit on July 6 to decide the agreement. However, it has to be canceled if the agreement is not agreed until the expected day. These customs area is important change between the removal of the EU’s auto tariff.
Yamamoto’s negotiation is the key to figure out the possible solution for the issue.
